To advance its energy policy, Togo plans to mobilise $126.6 million, or about CFA70 billion, in 2026 to move toward universal electricity coverage by 2030.
The 2026 budget allocates the envelope to the Ministry Delegate in charge of Energy and Mines. The allocation represents about 99% of the ministry’s annual budget, which totals CFA71 billion.
The government will use the funds to continue several ongoing structural projects by pursuing the electrification of 317 localities and expanding the Tinga Fund to facilitate electricity access for vulnerable households.
In addition, authorities are expected to allocate part of the resources to extend the Blitta solar photovoltaic power plant and initiate organizational reforms and strengthen governance at the Togo Electric Power Company (CEET).
In 2026, Togo, under the Mission 300 initiative, will also begin implementing its “National Energy agreement”. The program includes the construction of 161 kV transmission lines to reinforce electricity supply and expand access to an estimated 1.5 million potential beneficiaries.
As Togo faces surging electricity demand and persistent budget constraints, there is a need to modernize fragile and insufficiently extended networks.
